近日，第十七届中国城镇水务发展国际研讨会和第十七届城市发展与规划大会在广东省珠海市顺利召开。在海洋城市规划建设分论坛上，广东省科学院广州地理研究所联合珠海市城科国际宜居城市研究中心、自然资源部第一海洋研究所等9家单位共同起草发布了《海洋城市高质量规划建设倡议》。
据悉，这是我国首份聚焦于海洋城市规划建设领域的倡议书，旨在引导国内海洋城市规划建设，加强海洋环境保护，促进海洋经济发展和提高居民生活质量，实现构建健康和谐、经济繁荣、魅力彰显、韧性安全、科技领先和开放活跃的海洋城市目标。

Planning and Construction Initiative of High－quality Marine Cities

海洋是高质量发展战略要地，“海洋城市”建设是落实国家海洋强国战略的重要举措和推动新型城镇化建设的重要抓手。为更好引导国内海洋城市规划建设，保护海洋环境，促进海洋经济发展和提高居民生活质量，构建健康和谐、经济繁荣、魅力彰显、韧性安全、科技领先和开放活跃的海洋城市，我们提出以下倡议：
Ocean is strategically vital for high－quality development． The construction of ＂Marine Cities＂ is an important measure to implement the strategy of building China into a strong maritime nation， and a key driver for promoting new type of urbanization． In order to facilitate planning and construction of Marine Cities， to conserve marine environment， to develop ocean economy and improve people’s life quality， to create healthy， harmonious， prosperous， resilient， safe， technologically advanced， and dynamic Marine Cities， we would like to suggest the following：
（一）维护海洋生态系统健康，推动人海和谐共生。逐步提升海洋生态系统多样性、稳定性、持续性，实施典型海洋生态系统保护修复，持续推进陆海污染协同治理。优化海洋空间布局，加强基于生态系统的海洋综合管理，推进海洋开发利用与生态保护协同发展，推动建立和谐共生的人海关系。
（1） Protecting a healthy ocean ecosystem， enhancing human－ocean harmony． We should gradually enhance marine ecosystem diversity， stability， and sustainability， implement conservation and restoration of representative ocean ecosystems， and continuously promote coordinated governance of both land and ocean pollution． We should optimize ocean spatial layout， strengthen coordinated management based on ocean ecosystems， and support the establishment of harmonious human－ocean relationship．
（二）发展可持续蓝色产业，提振经济增长动能。推进海水淡化、海洋可再生能源、海洋生物医药、海洋高端装备、海洋电子信息等新兴产业和未来产业的发展，探索拓展深远海养殖空间，加快培育海洋产业新技术和新模式，创新融资工具，发展包容、普惠、可持续的蓝色经济，实现经济复苏与持续增长。
（2） Developing sustainable blue industries， stimulating economy driving force． We should advance emerging and future industries like seawater desalination， marine renewable energy， marine bio－medicine， high－end marine equipment， and marine electronic information． We should make explorations on expanding space for deep－sea farming， and accelerate cultivation of new marine industry technologies and models． We should innovate financing tools， develop inclusive， accessible， and sustainable blue economy， and attain economic recovery and sustained growth．
（三）营造多元活力公共空间，彰显海洋城市魅力风貌。增强海洋生活体验，激活海洋文化要素及文化场所，健全海洋公共文化服务设施，培育海洋城市文化品牌和文化价值体系。充分挖掘海岛、海岸自然资源，促进城海交融，塑造独特的海洋城市魅力风貌。
（3） Building diverse and vibrant public spaces， highlighting attraction of Marine Cities． We should enhance marine living experiences， activate marine cultural elements and cultural centers， improve public marine cultural service facilities， and cultivate cultural brands and cultural value systems of Marine Cities． We should fully exploit natural resources like islands and coastlines， promote integration between cities and ocean， and conduct unique and charming ocean cityscape．
（四）增强灾害风险应对能力，提升城市韧性安全。推动开展海洋观预报、科学调查、生态监测和风险评估、共建海洋观测站点、生态减灾、海平面上升风险评估、灾害应急处置、灾害风险管理和防灾减灾教育等方面的研究与合作。加强海绵城市、生态堤岸、防护林体系等建设，降低台风、风暴潮等灾害影响，增强海洋城市发展韧性。
（4） Enhancing disaster risk response capacities， improving urban resilience and safety． We should promote research and cooperation in oceanographic monitoring and forecasting， scientific investigation， ecological monitoring and risk assessment， joint ocean observation stations， disaster reduction， sea level rise risk assessment， disaster emergency response， disaster risk management， and education on disaster prevention and mitigation． We should step up work to build sponge cities， ecological embankments， and forest shelterbelts， to reduce impacts from disasters such as typhoons and storm surges， and to enhance Marine Cities’ resilient development．
（五）强化科技自主创新实力，汇聚全球海洋人才。发挥重大科研平台集聚作用，强化海洋科技创新基地建设，持续加强科技服务支撑力量。加强原创性、引领性科技攻关，促进关键技术国产化，推动产学研创新链条融通。汇聚国内外海洋人才，加大对优秀海洋人才发现、培养和使用，营造一流人才发展环境。
（5） Enhancing science and technology innovation， attracting marine talent from all over the world． We should take great advantages of major research platforms， strengthen the construction of marine sci－tech innovation bases， and continuously strengthen sci－tech services and support． We should advance original and pioneering sci－tech breakthroughs， encourage domestic invention and production of key technologies， and promote integration of industrial， academia， research， and innovation chains． We should bring together the best and the brightest of marine technology professionals worldwide， provide them with adequate training and financial support， and create first－class talent development environment．
（六）打造海洋合作平台，拓展蓝色伙伴关系网络。汇聚全国涉海机构优势力量，打造高水平国际海洋合作与交流平台，充分发挥各级政府、区域组织、研究机构、涉海企业和其他利益相关方之间的合作潜力，以平等、互信和尊重为基础，重视与“一带一路”相关项目合作的适配性和互补性，推动并深化在海洋资源、生态、经济、文化、韧性、科技、海事服务等领域的发展和合作。
（6） Creating maritime cooperation platforms， expanding blue partnership network． We should harness the strengths of nationwide maritime institutions to establish high－level international ocean cooperation and exchange platforms， and to bring into play the cooperation potential among governments at all levels， regional organizations， research institutes， marine－related enterprises， and other stakeholders． On the basis of trust， equality， and respect， we should attach the importance to the adaptability and complementarity with the Belt and Road， and advance the development and cooperation in fields such as marine resources， ecology， economy， culture， resilience， technology， and maritime services．
风劲帆满海天阔，奋楫笃行向深蓝。我们殷切期待各级政府、行业组织、高校科研机构、规划建设单位以及广大市民齐心协力，共同瞄准建设高质量海洋城市愿景，临海筑梦、向海图强！展望未来，我们希望每一个生命都可以感受到海的深情厚意，沐浴清新的海风，漫步银色的沙滩，畅游活力的滨海，体验欣欣向荣、宜居宜业、和美魅力的海洋城市！
With sails billowing towards the vast sea， let us firmly embark on a new ocean journey． We ardently call on governments at all levels， industry associations， universities and research institutes， enterprises of urban planning and construction， and the general public to work together towards a vision for high－quality Marine Cities， where we strive for our shared dreams and sustained prosperity！ We hope each of you can feel the profound care from our ocean， enjoy the refreshing sea breeze， stroll along the white sand beach， swim in the invigorating coastal water， and experience the Marine Cities with tremendous prosperity， livability， and glamour！
